On linux, I would use cron. Windows doesn't have that, but there are Sheduled tasks https://stackoverflow.com/questions/7195...in-windows
I have never used that, but you can try it.

it might be possible to somehow kill worldserver and then start it. but again, I have never done this on windows

They are in object_loot_template table, not sure if they have changed recently but i havent updated
