I googled my public IP, changed it as required, but it doesn't seem to allow connections still.

you might need to go into your router and find your port forwarding, you need the two ports for the game, I dont have them memorized but i think they are 3724 and 8085 set to BOTH (tcp/udp)

your router is your public ip, so that is what your friends connect to, then the router will direct their connection to the server ip

everyones got different routers, I cant help you with that unless you somehow have the same exact one that I have
