I cant say for certain but I think there is a config file that covers all of the skills

i managed to atleast make some minor changes to some classes that lack abit of stuff

I saw that in wrath the blizz devs intended hunter pets to be able to tank raid bosses but forgot to buff the crit defense on one ability and didnt catch it until cata so it didnt change until cata
