You can change the values in npc_trainer for the riding spells and item_template for the mount items to allow a lower level, or you can teach the player the spells manually.

i did teach the spells and additem for a horse, but i think the horse needs level 20 so i need to edit he actual item in the world db?

If you rather not edit the database, that is. `.learn` would do it. spellid_2 in item_template is what the player learns when using the item.
