I'd give it a test at .5...
If my math is. right a daily reset would be .14825... But I think this also effects 3 day and heroic instance timers... But again, I've never played with the setting

Yeah... I don't think the results would be desirable...
I imagine it could be done with lua

There is also the mod-instance-reset... but that involves talking to an npc...

But that just suggests if you have the time and knowhow you could make a mod that resets raid timers only

u could change core at place where it works with it and just do / 2 for raids

This isnt entirely a bad idea either since it would let players decide themselves. I might give this a go.
