Aha... OK, I have a few ideas I can share with you. I can't remember for certain but the worldserver.conf lets you set the starting level. I have a mod I have edited to suit my needs that gives a welcome bag with starter gear/heirlooms, goodies etc.

welcome bag seems like a great idea, but the problem is that it will be pretty class/spec dependent

The portals is an easy one as well. Just spawn them where you need as a GM...

I also have an eluna lua mod I stole from one of the guys here and suited it to my needs. I have a Mr. Bigglesworth NPC that will give you a full set of Tier 9 if you bow to him.
