Did you copy the dll's over from the C:\Program Files\OpenSSL-Win64\bin? If not you can find them here or a similer pathway if you changed the install path:
```
C:\Program Files\OpenSSL-Win64\bin
```

Also you're going to need the mysql.lib if you haven't copied that one either
