cmake creates the solution that you then build, it creates the blueprint that compiling uses to know where the dependencies are, which dependencies are needed for each project, what version of dependencies and core files to use etc

it's just a tool to generate the solution instead of manually creating the project files yourself

so when you add a new module, or a new ingredient to the mix, you have to "start fresh" in the sense that you have to go back to the recipe and mixing stage. just having a new ingredient sitting on the counter won't help if you don't actually add it to the recipe
