Posting this in quick questions in hopes that the solution is a "no duh" type situation.

Ever since my last build, MySQL on my computer has been messed up. I uninstalled it entirely, reinstalled, am using the correct password, everything. I can't even login to localhost via the MySQL 8 CLI on command prompt. I'm stumped. Any ideas?

I think I figured it out for now - I set up port forwarding 127.0.0.1:5555 to 10.0.2.15:22

MySQL isn't running. Check services in the task manager and make sure mysql is running (if you didn't disable service during installation)
If you start it and it instantly stops you need to look at the log to see why it fails to start. Google that in that case.
