I guess ``0.0.0.0`` is safe as long it's lan network and port ``3306`` isn't open

It's safe as long as you keep it secure. Being accessible isn't the end of the world if you limit accounts and use secure passwords. Creating accounts with % is a horrible idea if you don't use very strong passwords or you should limit the user to specific IPs
