With some of the best model editors now doing other things it slowed down. ( Managing this website, writing applications for other games to allow model editing in those games, writing hacks that automate what used to be a learning curve for model editing, etc. )
One crucial element changed this section, the 2 mindsets. Those who saw ME as an art and a way to be creative and make things look cooler than they came, and those who were using them to exploit. ( Specific rare reputation items to huge light beams, camp fire to dark portal and such. ) Once newer members turned this section into another way to hack the game and blizzard took another stance than the "[GM]XXXXX: Model editing in itself is remarkable" that they were taking and a lot of files specific to exploiting and objects/m2's specific or not to it became monitored, the bans for those specific edits started. The list of those object is somewhere in the ME forums, so if you're still interested, it's not dead.
All it means is that the people who truly saw MEing as an art and put a lot of effort into it ( Making programs, editors, etc... ) have now stopped giving to a part of the community that abused their generosity. Some of them are gone, some of them are mostly in the memory editing / bots and hacks section, where a minimum of knowledge is required to even post in. ( Feel free to read and download / thank ) Those sections generally contain older people with higher understanding of how things work and how things go wrong, therefore they abide by a certain ethic. Like, not abusing it in obvious ways to get themselves banned and such.
If you want to start learning, Hexadecimal editing your weapons / items is still viable and easily doable. I don't think the guides are outdated for that either.
