We waited to do forum user rank progression until near the end so we could make sure everything else works properly, and because that system requires planning into properly setting it up.
Basically, by posting 10 posts and on the forum for 5 days, you get promoted to the next user rank, which is allowed to view the MoP repack, and this feature has not yet been set up. It will be fixed hopefully within this week.
