ive made many custom items before with unique spell effect and stats, and in that process it require me to use apps like WDBX and MPQeditor, but when i do the process of altering quest rewards via quest_template there is no step for me to use with those apps which makes me feel like im missing a step

People have already said it but I'll say it again to confirm. Most quest edits are purely server side. The reward is entirely controlled by the server without any client edits. The main DBCs for quests is the category in the quest log (QuestSort), and the XP rates (QuestXP)

I'm not sure what you might be doing wrong. It's simply updating the quest_template entry reward item ID, and the count.
