I don't know if that works or not but theoretically it must be possible as blizzard puts their addons in the Interface folder of the MPQ and they are loaded and can't be disabled

Blizzard protects against client interface code by signing it with its private key. We cannot sign it. You can create your own signature and update the client + server with it, but this is more complex.
If I recall correctly, the server has the ability to enforce addons to be loaded. Or you can hide it in the UI code client side. Or you can embed it in the FrameXML code.
