Just wondering if there's a program where I can just draw what I want while zoomed out and it will fill in the absolute basics with blank land that needs to be detailed later, or if I need to "paint a mural on the side of a massive building using only a small detailing artist's brush over the course of months" so to speak...

for reference on what I am using for WoW and Noggit, this was the version of Noggit that I downloaded: Noggit 3.2614
and for WoW I am using a version of 3.3.5 (Wrath) that supposedly has Warlords of Draenor buildings backported

afaik maps are hand drawn, they have nothing to do with the area shape/size directly

you can copy paste some sections or use tools to auto generate terrain but if you want good results it will always have to be hand sculpted and fixed
