Allow local file edits, then make the edits to files in your WoW directory.

```
You can then have files in `WoWDir\world\maps` for example. You have to leave the map and teleport back to apply map edits by default.

DBC changes require a restart. Some random files cannot be loaded locally, like some tileset types.
