turns out that 6.2.4 in particular doesn't have CreatureSpellData, despite wowdevwiki not correctly listing that said DBC got removed somewhere around WoD and before Legion.
i've managed to figure it out - modern era cores grab the pet abilities from SkillLineAbility, and then save pet abilities in characters->pet_spell.
though the search for creaturespelldata is what helped me figure it out. thanks
