i just tried another spell.dbc that only has 5 added spells in the 100,000 starting ID and same issue, caps out at 80864

I have spell ids far above that, it's a uint32 without restrictions

Other programs don't enforce data quality. If the data is bad, it's undefined behaviour and each program can treat it differently.
