Can someone please help me decipher the time values? I thought it was HH:MM, but some of the numbers don't compute. It doesn't makes sense if it's Hours Past Midnight.

the opposite, 1 minute = 2 units
units of the timestamps are in half-minute starting from midnight :
1 min = 2 half-minute so 2 units
24[h] = 24 x 60[min] = 24 x 60 x 2 [half-minute] = 2880 units
