Use /fstack
It shows what UI elements are called by mousing over
Then search that in the interface files
It's UI parent that handles the button I believe, and the talent window and code itself is handled in a blizzard addon
And the hot key handler might be somewhere else

Interface files are signature checked by default. You need to use a cracked wow.exe (disables RSA sig check) to allow modifications to these files
