Pretty much. Take it to learn as any open source base. But dont use that base for production. Various reasons outside of personal drama and the core "dev practices" there

But logistically and structurally, the core is a issue.

It was originally a fork from tc over 10 years ago. But lacks the basic functions and features of tc mainly. Alot no one wants to have the patience or have the knowledge to get it added in

Az tries to implement current tc stuff that works which no one does for a few reasons, mainly too many stuff to refactor.
