There's obviously spell scripts that isn't compatible, and some stat calculations etc that doesn't work the same, but that's primarily core side and shouldn't be too hard to change (it'll obviously be a lot of work, but not super complex)

If I was to actually do a vanilla+ sort of server, I'd definitely base it off of 3.3.5 primarily for the tooling available

Most everything spell and talent related is pretty similar I reckon between wrath and vanilla, the main difference is balance done between the two (like normalizing mana cost etc), and you could probably grab those values from 1.12 directly and insert into 3.3.5 dbcs and it should work out of the box

I'll chime in with my 2c as well and say that if you are new to modding you will definitely have a much easier time, with more support, if you're working with 3.3.5 as opposed to 1.12. You should obviously choose w/e fits your desires/goals, but some of the things you would learn working on 3.3.5 should transfer over to 1.12 development.
