I am using tswow, but wasn't aware that one could use custom packets from GlueXML. Afaik, tswow only allows that from an addon, right?

Tswow client modifications are apart of the FrameXML folder. The addon naming is a bit of a misnomer as originally they were addons but were moved.

You may need to copy over some of the secondary lua files to support it to GluXML but the underlying client code exists in the exe due to the DLL injection

the only place I can think could contain the code is lualib_bundle.lua in the build folder of the module, but it doesn't look like is there

Maybe I wasn’t clear. The lialib bundle is a supporting file, I don’t remember the exact functions inside it to remember if you needed it for this usecase. But most of the functions are effectively injected into the lua environment via the DLL. So they just exist, just like any other lua function in the wow client.
