Yeah view points I guess.
I feel its better to modify plain text things people can read, they may not understand it, but they can read it. rather then wahtever binary data your are editing in an exe.

like on 1 hand, you send an exe and you can include a list of all offsets/changes for those who dont want to dl a exe from you
on hand 2, you give out a bat file to modify a user's windows files - which doesnt work for linux people
