no, they are hidden when you get inside - the normal intended play area.

they are only rendered when you look from the outside, where you can't be normally.
it shouldn't be something that is hidden usually and spawns in later via script... that wouldn't make sense for the chair, and also i have gm mode on, i should see all the chars

Spawns might be off, flags might have impact on it.

i have tried without any modifications of the wmo flags at all, still same behavior (besides having gm mode on to fly)
