It's simple, get a 3.3.5 client, install noggit, make the maps, patch them up for vanilla. If you need vanilla specific ADTs, copy them from the vanilla client to your azeroth folder under noggit.

Besides the water, the basic ADT format for vanilla is the same as for Wotlk.
