server-side:
SkillRaceClassInfo.dbc
SkillLineAbility.dbc should be with the rest of your dbc folder
client-side, you'll have to copy it to your wow client inside (yourgame)\data\xxXX\patch-xxXX-Z.MPQ\DBFilesClient\
you can either make a .mpq with ladik's mpq editor
or easiest way would be to create a folder named patch-xxXX-Z.MPQ
xxXX being your locale game language, so enUS, or other
Z or whatever letter is free before, as long as the .dbc is not replaced with another one in the load order
for enUS it will be
(yourgame)\data\enUS\patch-enUS.MPQ\DBFilesClient\SkillRaceClassInfo.dbc
(yourgame)\data\enUS\patch-enUS.MPQ\DBFilesClient\SkillLineAbility.dbc
