So one would then need to get this list of filenames, and enumerate through them in the MPQ or local directory, and then get out the IDs. hmm

Yes, that bit I noticed, I mean what I'd do is get that filename list out of the ADT files, then enumerate through the WMOs in the MPQ archives, then seek through each relevant WMO, which would give me the IDs that can be checked against that DBC. but yeah, how nobody honestly not done this?
