Server Core specific. In TrinityCore and AzerothCore it's defined by SQL table spell_custom_attr column attributes (where spell_id is the Spell.dbc id). For the list of attributes that can pack in it, see SpellAttr0CU here https://wowdev.wiki/Spell.dbc/Attributes (specifically flag SPELL_ATTR0_CU_REQ_CASTER_BEHIND_TARGET)
