i mean, i could loop through all the characters on the saveToDB method and complete the quests for everyone else on the account with custom code, as well as on charactercreate method

It would be better to have a new table that stores account wide quests complete, store that against the account class, and use that in the required logic (quest complete, quest accept / list, delete char, etc)
