Apologies for not including these earlier, effects 2 and 3 are set to NONE, nothing in the Items tab is set to anything special, and the attributes shown in the 4th picture are the only ones active

Also not sure it it matters, but its spell id 100001 and I used Skill ID 183 (GENERIC DND) when I added it to skilllineability
