Is it like: I'm in phase 1 and if someone is in phase 2, we can't see each other. But we can both see someone that's in phase 3 and they can see us?

It's a bitmask
Phase 1 = unique
2 = unique
3 = 1 + 2
4 = unique
5 = 1 + 4
6 = 2 + 4
7 = 1 + 2 + 4
8 = unique
...
