theres multiple ways to do it. there's a list of layers out there somewhere, but you can set their layer like `CreateFontString("OVERLAY");` `CreateTexture(nil, "OVERLAY")`
then their frame level within their layer `SetFrameLevel(99)`
and then there's `SetToplevel(true)` as well

for frames i would guess that issue is that their parent is same (and maybe that the one which is under is declared first in code causing it to be under ?) but for textures its just weird im setting their layers to background border and artwork creating them in loop and in some places its on top and in some under

i got tooltip frame and i wanted to have it just once and only change text in it instead of deleting and creating it always on hover but then that means its parent is same as those frames who are supposed to have that tooltip

i generally write my UI code in a bottom->up form so i start with a background, then i add buttons on it, then text for button, etc. since anything newly created will default ontop of it's parent without secondary code to put it behind anything
