I don't think there is really a writedown besides the stuff in the WoWDev wiki. If you have specific questions about it, there will be a handful of people who can probably answer that. As retset said, <#1086807686571642900> is probably a good place to ask those kind of questions.

Should be in SkillRaceClassInfo link to SkillTier and there it has values for each rank I think.
