Not certain but I think maps default to only ground mounts anyway, unless you're trying to change a map to be only ground mounts

Well you could make it so flying is disabled. I am not sure if it disables flying mounts but it will disable flying in the area

Outland flying is enabled by an aretable flag, northrend cold weather flying is hardcoded by map Id
