im having issues placing my tooltip frame on top of rest of frames

tooltipFrame:SetFrameStrata("TOOLTIP")
tooltipFrame:SetFrameLevel(100)
data.frame = CreateFrame("Frame", nil, treeFrame)
data.frame:SetFrameStrata("LOW")
data.frame:SetFrameLevel(1)
```
depending on combination of strata and level its either still under or not visible at all any1 knows what im doing wrong ?

If u figure out what spell/effect/script that is u could clone it and swap it with a full black texture so its basically the blackout/blind
