I should be more specific about what i mean to do, I would like to completely reset all progression on the server character side, essentially starting over for everyone, but save the accounts so that people don't have to remake their accounts

Ah, just a case of emptying the relevant tables. Take a backup and be very careful about it. Read what each table does.

You empty achievements, then achievements reset.
You empty inventory, then characters inventory reset.
