as mentioned further up, its a problem well suited for spellscripts. they can be a headache to get started with at first, but are very convenient for implementing functionality without spending a lot of time understanding the more intricate effects (in most cases its often best to use them though ofc) or doing stuff that is otherwise just impossible.
this is how you could implement it:
**create two spells**:
**Channel Generate** in this instance is a channeled 8 second duration spell that applies an aura on the caster to trigger the generate proc with a 1000ms (1 sec) interval.
example tooltip that gets the 800025 id (generate proc) spells misc value, current spell interval on effect 1 and duration: **$800025q1% chance to add item every $t1 sec over $d.**
**Generate Proc** is the triggered spell which has the actual generation proc chance on it. the script handles this and you can set it to reference the misc value of the spell in both tooltip and script in this case.
