1. do i understand correctly that stuff in the `FrameXML` folder is not supposed to be secure lua because it doesn't have the secure flag in the toc?
2. can i make my own secure addon in the mpq without even more exe edits or will I have some issues if I try that?

1) Yes
2) No, you need a signature file that has hash of the files content. So you need to figure out how to generate the hash
