the max? no idea, but I didnt wanna resize the actual talent box because then the image doesnt stretch and theres this wierd white chunk between the character name and the exit box
this leads me to believe you would have to either resize the entire pane and all the button locations, or do what I did because im lazy and anchor your tab rather to the right of tab 3, to the TOP of tab 1, giving it the illusion of another row.

If i were going to make a fifth and sixth tab I would anchor them to the top of 2 and 3 respectively as well
