I can change everything except gm so for example i can disable teleporting but not gm on

Every single command in TC should have a RBAC Permission that is it tied to, meaning there does not have to be 1:1 between permissions and commands, but you can adjust commands on an account level or rbac role level

I'm unsure if TC has RBAC Permissions specifically for characters, but if they do then add that to the list
