There are settings in every major core to disallow whisper/yell/channel/mail/auction usage before X level

This would at least require those people to spend a small amount of time leveling on your server before they can use those features

The only (plausible) way around the VPN issue is to force players to use a custom launcher, limit account creation to the launcher, and log their HWID to store with their account

This would allow you to set up a HWID check and then it would be harder for them to avoid your bans

Not impossible, because of HWID spoofers, but those are less reliable and take more effort to set up (and more prone to viruses) and you can adjust your HWID checking to even counter those, by reading different variables of the PC instead of the normal HWID information

On the other hand, this also eliminates the possibility of people creating accounts on the same PC without linking your ban system to both accounts... so there are some drawbacks, but generally they could make a ticket and you could manually adjust that - and considering the cases where you'd be HWID-banning people, this probably won't be a common issue.
