Ignore and shadow ban them. They only do it to get a rise

Aka don’t alert anyone that it happened. They’ll get bored. Or you can force their IP to a different world server so when they reuse a vpn it is blocked

also if possible restrict interaction with low lvl characters (under lvl 5 or 10) so they need to spend some time leveling at least, it'll annoy them
