You can essentially modify anything server-side, the only hangup is whether the client can handle that information. In regards to quest log limits, definitely possible

Client asks for a list of their current quests and their state. Server decides what the returned list is. How you get to that list, what it contains and what it doesn't is up to you.

I just modified melee range calculations to be adjustable by script for players (before, melee range was calculated as a middle ground between target & attacker, hence why you can attack Onyxia from so far away), and NPC chase movement generation so that it wouldn't rely on the player's melee range anymore, server-side, and the only issue is that loot distance is related to melee range/combat reach (seemingly client-side, still searching the core, though)
