If the server doesn't tell the client about the quest it's 'hidden'. The server can control most things

Can the server give you a quest that doesn't go in your quest log?
Can the server fill up your quest log with hidden quests and refuse to tell you anything besides 'quest log full'?

Assuming you add some kind of `IS_HIDDEN` flag / column on the quest_template and edit the server to not send those down when the client requests the quest log yep.

Client is just dumb and asking for a list of quests / what quests are available nearby etc, the server dictates what the reply is.
