The client will allow equipping items with just the skill learned, but communicates the ability to do so visually (red text vs. white text) via the spell. In retail, the skill was learned by learning the spell, so it makes sense that it works this way, and TrinityCore emulates that as closely as possible. Basically the text is a "spell requirement" but the skill tells the server whether you can actually equip on right click. I think TrinityCore removes the item from you on login if you don't have the spell, but only the skill, however (off the top of my head, could be wrong)
