you can, there's a Gluelocalisation/GluePostLocalisation file or similar that overwrites the value in enGB etc

If you support multiple client locales then it makes sense to have a locale MPQ

but to be fair in 3.3.5 and earlier you can have every language present in the same DBC, it will just inflate the size
