You need to allow it for the race/class combo in SkillRaceClassInfo.dbc and then you have to add the "skill" to playercreateinfo_skills table in DBC, so the character A, can have the skill and B, has the skill from the start.

Then the spells which are assigned to the skill through SillLineAbility.dbc will start appearing in the tab
