`SERVER_ALERT_URL` in GlueStrings. Make sure you use http not https

We just use a github repo for it. Alert at https://github.com/Project-Epoch/news/blob/main/alert
Set `SERVER_ALERT_URL` to http://raw.githubusercontent.com/Project...main/alert
