not being well-formatted isn't the same as an error, the only promise you get from a null terminated string is that the null byte marks the end of the string. It makes no promises about alignment with other data

again, i can't say if that's actually the case in any dbc files, but it's a very common pattern in blizzard file formats

a bit of issue so far for me was that some dbc got different amount of columns compared to definition
